The City of Stirling is committed to building the future our community deserves. There is so much to love about our City – from our close proximity to the Perth CBD, vibrant cultural and entertainment precincts and pristine coastline, to our natural areas and enviable lifestyle. Stirling is truly a place of opportunity.
To ensure we’re strategic and intentional about our shared future, the City undertook a major review of our Strategic Community Plan (Sustainable Stirling 2022 – 2032). This review was guided by three phases of community engagement.
Phase one focused on listening to our community. Through surveys and pop-up events, more than 1,600 people shared their thoughts on what matters most, what would make Stirling an even better place to live, and where Council should focus its efforts to help shape the future our community deserves.
Phase two built on these insights by exploring the feedback in greater depth. Through community workshops, participants helped review our current plan, refine and define our 47 focus areas and identify any gaps and future opportunities.
Phase three brought together everything we’ve learned so far to shape the revised Strategic Community Plan, with the draft Sustainable Stirling 2026–2036 open for community review from 5 May to 29 May 2026. Through feedback and informal drop-in sessions, residents played an important role in testing the draft plan to ensure it reflects where we are now, where we want to be over the next 10 years, and that it truly represents everyone in our community.
Following this consultation, Sustainable Stirling 2026–2036, along with a report outlining community submissions, is expected to be presented to the Council meeting on Tuesday 7 July 2026.
The focus of this phase from July to September 2025 was about listening – gathering insights, identifying emerging priorities, and understanding what Council should focus on to build the future our community deserves.
The Strategic Community Plan (Sustainable Stirling 2022 – 2032) sets out an ambitious and achievable vision for the development of the City over the next 10 years and beyond. This Plan:
The Integrated Planning and Reporting Advisory Standard requires the Strategic Community Plan to be developed or modified through engagement with the community.
Sustainable Stirling 2022 – 2032:
The Strategic Community Plan is considered a 'live' document, subject to a desktop review every two years and a full review every four years.
Community engagement is recognised as a critical component in the development of a Strategic Community Plan. According to the Department of Local Government: ‘The community engagement strategy adopted by a local government will aim to capture a community’s vision, aspirations, and service expectations for inclusion in the Strategic Community Plan.’
Engagement helps identify long-term goals and priorities, ensuring that the plan is developed or modified through meaningful community engagement with the community.
Future Stirling presented an opportunity to get involved in meaningful, two-way conversations about what you want Council to focus on over the coming decade.

This phase explores survey responses and community feedback through targeted conversations and workshops in November to define our focus. Together, we’ll explore what we heard during focus phase one to shape a shared long-term vision that will guide the final stage and development of the City of Stirling’s Strategic Community Plan.
